WATER SYSTEM MPROVEMENTS & REPAIRS - PHASE 1
BACKGROUND
The Clay-Roane Public Service District currently serves 930 customers with potable water in southern Roane County and western Clay County. The PSD, which began operation in 1982, has 70 miles of water mains, seven tanks, five booster pumping stations and an 87-gpm water treatment plant. Over the past ten years, the PSI) has experienced over 125 main line leaks in the Amma and Pigeon areas, and those leaks have resulted in frequent and prolonged water outages for many customers. In addition to replacing the water mains in the Amma and Pigeon areas, failing equipment in the booster pumping station and Pressure Reducing Stations needs to be replaced to reduce the number of leaks and the number and duration of water outages; replacing the existing manual-read and touch-read water meters will improve efficiencies and allow more maintenance time to be devoted to finding and repairing leaks.
The Clay-Roane PSD has worked diligently to repair and replace failing pipe and equipment, but with rates currently exceeding $70/month (seventh highest rate in West Virginia), which equates to over 2.4% of MHI, making significant progress with leak reduction has been very difficult.
PROPOSED PROJECT
The proposed project will include:
Replacing 50,000 LF of 2-inch, 6-inch and 8-inch mains
Replacing (74) 2-inch — 8-inch valves
Replacing 1, OOO water meters with new touch-read meters
Refurbish (3) Pressure Reducing Stations
Refurbish or Replace (3) booster pumping stations.
In addition to the "Congressionally Directed Spending" (CDS) grant, funding for the project will be obtained from the WV Bureau for Public Health's DWTRF and from the WV Infrastructure & Jobs Development Council.
