METER ACCESS

There are many meters throughout our system that are in need of the homeowner's maintenance so that we have clear access to the meter. As of July 1, 2026, we will no longer read your meter if we cannot access it safely. Letters will be mailed to the most extreme cases giving them time to clear access to their settings but the next billing cycle.
Following are the PSC rules on Meter access.
Under Title 150, Series 7 of the West Virginia Code of State Rules (PSC Water Utility Rules), the governing section is:
§150 7 5 – Meter Requirements
This section establishes:
• Utilities own the meter
• Utilities must have free and unobstructed access to the meter at all reasonable times
• Customers must not block, bury, damage, or prevent access to the meter
• Utilities may estimate bills or disconnect service if access is denied
• Customers must maintain the area around the meter, so it is safe for utility personnel
✔ Keep meter lids visible
• (no tall grass, brush, debris, vehicles, or structures)
✔ Keep the path to the meter safe
• (no aggressive dogs, unsafe terrain, obstructions, or locked gates)
✔ Allow access for reading, maintenance, testing, or replacement
✔ Comply with your written PSC service rules
✔ Face enforcement if access is refused, or inaccessible which could include estimated bills or disconnection of service after notice.
